As much as this is probably an overdue measure, it's destined to blow up in Google's face for entirely the wrong reasons.
One of the problems is that a large portion of big G revenue comes from spammers/scraper sites/blackhat types who would be the first to complain that their crappy sites are losing money because people can just leave their crappy sites to go to someone else's sites within Adsense without the publisher making a red cent.
This holds especially true if one of those get-rich-quick crapvertisers puts up a CPA bid on a "Seven Secrets to Becomng a Billionaire for $49.95" deals...user gets misled, clicks the ad, doesn't fill out the form or buy the product, publisher is screwed. There would be nothing worse to a spammer than sending a user to another spammer without somehow scoring something from the user first.
You read it here first: places like Matt's blog, Webmaster Central, and every geek blog and discussion forum will be full of angry geek posts. This is a PR disaster waiting to happen.
