The meta description is shown under your link in the search results, so it's the first thing people get a glimpse of about your site - the point here is to write up a description of the page, in a positive way, so people who are interested will be more likely to click. The same thing is basically true for signature links.
Make the anchor text descriptive, but not spammy. And finally, while most SEOs seem to take their favorite keyword and throw everything they've got behind it, you want to do the opposite, and take the shotgun approach. People like stuffing things into one particular category, and do it without thinking; you want to show how the reverse is true for your site.
