Okay, technically I meant crawled.
Google doesn't go around pinging DNS to learn about new web sites. You can throw a site up, and at that point it's an island, completely isolated from the rest of the web. You need to tell your friends about it for them to know, and you need to have links pointing to your site from others that Google is already aware of for them to know you exist.
Once they realize you're out there ( and it seems like their submit function doesn't tell them - people complain about submitting to Google six months ago and still not being indexed ) they'll send their spider your way to crawl over your site, read the content, and decide what they think of you.
