Whenever someone opens an internet explorer or mozila or any explorer, "about:blank" page opens up(unless user has set a default page).then why google has not give about blank page 10 PR. It is most widely used page.

It's not a webpage. PR is for webpages

Two proper answers so far, and I really like Gringos.

PageRank (1) applies to pages, and (2) measures the number and quality of links pointing to a page, not how much it gets used.

Also, about:blank is an internal page served up by IE or FF, not a web server. Therefore, it is not seen by the outside world.

That's the answer, I believe. Otherwise Error 403 would be another page with the highest PR.
