Does anyone know any key factors to increasing page rank? My chat site has a page rank of 2. I have heard many things of how to increase it, but to make sure i came aroud here asking

Content has nothing to do with the overhyped PageRank theory, although it does help to acquire the kind of links that you should acquire (quality, organic links).
Shattered: it's better to worry about your search engine positioning than your PageRank. Contrary to what 99.9% of SEO-wannabes believe, PageRank is not the magic bullet to high rankings. It's a step in a far greater journey...build your site for your users, make sure it has as much quality, unique textual content as is reasonably possible, and the rest will come a lot more naturally.

Quality links is the key to get higher PR. It's not about the quantity of links does your site has but the quality of each link that you've gain.

Shattered: no, it won't. If you look at those top sites scripts closely, they're based on the traffic you send to them. Why send visitors away on the offchance that you'll pick some visitors up based on an SEO gain?

PR has zip to do with ranking. I've seen sites with PR5+ at position 260+ for popular search terms in their market; other sites with PR2 at the top for the same terms. Google has gotten pretty good at recognizing which sites are bunk and which have good content. Visitor attracting content will win out every time over PR...

Damien what the good advice here (Adam and DaveBob) is trying to tell you is that your best approach in regards to seo is not to chase after PageRank. PR is part of the equation. It's in the algorithm somewhere and to some degree, but much less so that you might think.
Google has been making changes over the last few years so that PR has less of an impact on how well your pages rank. Yes do build links into your site, but don't worry so much and PR. Look for things like getting links from sites related to your site. Ironically if you don't focus on PageRank and instead focus on building links that bring targeted traffic to your site your PR will go up.
But if you focus on PR then you get caught in a trap. You'll probably get the PR, but you probably won't get any meaningful traffic.

Yes, quality content is very important.
But it does not at all, make your site get higher PR.
I am going to have a site Goolging***** .com and it is going to have 400 pages of unqie content within it's first week.
That does help search engine ranking, due to the fact that you have more referenced pages, but it will not increase PR.
That is the main difference, linking to high PR sites, is what gives PR. period.

A link is a link. Yes, links on higher PR pages provide you with more immediate benefit, but if you get too many too quickly, you could be banned. However, if you get in on a page with low or no PR, and it grows along with the site, your link will eventually be on a higher PR page.
For this reason, it is (in my opinion) better to build stable, quality links regardless of PR.
In fact, if you suddenly get 500 PR 4 links you will have a higher chance of being banned for buying PR than if you got 20 to 50 low PR links per month and watch them grow over time.
I personally do not pay much attention to PR. I have noted that when my PR goes down, often the traffic from Google goes up, and visa versa.
As far as content is concerned, you are somewhat correct. Quality content is directly related to other webmasters linking to your site, and thus affects PR. If your site has quality content, more webmasters will link to your site. If your site is just a turnkey site with nothing unique, you will get nothing.
Keep in mind though. Google often changes the algorithms they use to calculate PR, so a site with PR 2 could go to 5, while a 5 could drop to a 2, all without any change in content or links.
Bottom line, if you build great content, you can attract visitors by advertising. If your content is good enough, and changes frequently, those visitors will come back time and time again. Then, you won't have to worry so much about Google, Yahoo and MSN. Your site would be completely independent.

For me ,pagerank is something like juice or additive for SERPS and traffic . This is not the main factors ,but if you need it (for link trading or...)
Tips for achieving high PR is summarized to one phrase "get more quality backlink of higher PR sites".

The most common factor in increasing the pagerank is the backlinks indexed by Google.

Backlinks, and only backlinks! Two way links doesn't help.
Don't care too much what backlink site PR is, backlink is a backlink. Do it where ever you can.
Content is one of the factors that might increase your PR, but not 100%, it's just that SE will crawl you more often, you'll always be updated in SE cache if regularly update your content.
Beside just a pure content, try to have quality and what is most important UNIQUE content.
To resume: Backlinks + quality unique content = PR up !

One more time. Content has nothing to do with PR. Has anyone saying that ever taken a look at how PR is calculated?
PR is based on links and links only. It's also not as important as most people seem to think.
