Link exchange is good for bringing in extra and targetted traffic. But that may also means that your readers may wander off to the other side.
I would be more interested in linking to someone whose site is in DMOZ than to one which is not (no matter what the PR). A site in DMOZ in worth very much more and will get indexed by Google. You don't get to be in Google's directory if you're not in DMOZ.
However, just trying to do the linking stuff for a higher PR can be time consuming, and sometimes costly. I would rather concentrate my effort in building a truly quality site, then use that site to link to my other sites. In that way, I will get quality traffic and yet not worry about them "leaving" my sites for they are always "under the same umbrella".
Once, I received an invitation from a new site to do a reciprocal linking and the webmaster worked very hard. His site went from 0 to 6. Then, lured by greed, he changed his homepage and stuffed in a lot of affiliate stuff and now his ranking is 0. Even his directory is 0.
