you trade links to build up your pr. BUT, ur pr will only change once google updates pr (e.g. i jumped from 0-3, im still collecting links so i can get higher pr next update)

Directory submissions are one of the ideal places to obtain your initial links to develop PR. You will find many comprehensive listing of directories that can easily give you 50 or more sites to develop links with free. Many more if you want to do the paid submissions.
They are great I get 20-100 link swap requests every week.
I just pick the sites that are PR5 and higher. about 5-10 weekly.
