this site here http://www.2submit.com/ offers a lot of deals to increase traffic and search engine ranking etc.

I was just wondering if there is a way to do this for free or cheaper than the prices in the link above.

My suggestion is to submit your own site so you can put it into catergories yourself. They probably use an auto submit feature that isn't going to be as useful as your personal touch. Use sites like dmoz.org

You can try submit-express.com as they will automatically submit your website to a handful of SE's and directories.

There's also good software that you can buy (most of which submits to a lot more than the low amounts of search engines listed on submission websites). AddWeb submits to thousands of engines and is updated whenever new engines are added.
