This is probably a complete n00b question but here it goes...

I have heard that if you have lots of domains on a single IP or an IP block that it hurts your chances for better ranking. Is this true?

Yes and no. If the sites are all cross linking and Google discover that they are all hosted on the same block they could receive a penalty.
