Nope! Reciprocal links are not "bad" at any time.

Just some may be more useless than others

Basically, a link from a page with a long list of links has lesser value. Reciprocal or not.


Reasons:
1. The strength (let's say the PR juice) is divided into many outgoing links.

2. Search engines may regard a page with hundreds of links as a page of low value. Search engines recommend not to have more than 100 links in one page (although webmasters go usually beyond that limit).

When the links are reciprocal between sites of different themes, they may have a lesser value than one-way links as for search engines. That is why people may prefer triangular exchange links.

no its not bad. You can track your links if they still on the page they place your site by listing it down.

Surely "excessive" reciprocal links are bad - that scenario is explicitly mentioned in Google's own webmaster guidelines, so the real answer is:

reciprocal links are less valuable than one way links, some may be totally useless, and too many dumped on your site could actually harm your rankings....
