Is this based on any facts, example or is it just pure speculation? I total disagree, it one of the most accepted fact of the way that the pagerank algorithm works.

Try using the Pagerank calulator and add a extra outgoing link to your site and see what it what it does to the overall pagerank.
The thing that get me is you accept that by altering the linking structure you can alter where the spread of pagerank is on your website and you accept that inbound links increase your pagerank (i.e. give you pagerank from the other websites). But for some reason don't believe that it drains pagerank. It makes no sense.
The pagerank algorithm was based on a patent of a oxford professor for telling important in nodes in databases, this google has admitted when they applied to use the patent. If you have any reason to believe that this is just a myth I would like to hear it. Usually people just say that when they are trying to get people to link to their website when it would do them more harm than good.
