When a search engine first cache's a page on your site...why is it so low?

I have a website and I got a page cached by altavista. Only problem is when I search the keyword that my page is focused on, it is no where to be found in the results. I see tons of sites that don't even have the exact keyword and have low pr and they turn up while my site is not there at all... (My site is a pr5 on google)...Do I have to just wait for my site to show up on the keyword I have designed for it, or will it never show up if it hasn't already?... I guess my question is, is there usually a lag like this?
