I agree with Most of the stuff you said. But if there was a SEO that knew everything perfect (including myself) we would be rich because we could get a top ranking every time and easy. The search engine game takes a lot of patience and site modification (to see what works best).
I disagree about the title tag length.

From my experience and I think the Title tag should no more than 6 words. The reason I say this is because of weight and relevancy. The more phrases you have in your title, the less relavant each individual word of phrase becomes. It also weighs the first words more heavily (why I suggested your title to be "Free Illinois Classifieds : Altonpost.net"
This does not mean this is the only phrase you can target. Don't try and target every phrase on one page. For example...
Do a search for "How to get listed in Google" in google (you would be surprised how many people search for this. My Google article is #4. http://www.free-webmaster-tools.com/Article-Google.htm Notice how the title is HOW TO GET
LISTED IN GOOGLE and the almost first line of text I have the same thing (top right). Try and target a different phrase on each page. (this does not mean you can't use similair keywords in the body on all of them (because some feel developing a theme can really help also).
