All I can say is I expected it sooner or later, it would have been nice to have lower minimum click but I can understand why they would want to set a minimum level.
It's interesting to see how they have implemented it tho, the better your clickthrough the higher the advert. At first I thought this would add some relevence to the adverts, but its just a case of who can write the most convincing advert at the end of the day... now if they cross reference the keywords in the adverts to those actually used on the sites, that would really make it more interesting!
If they did something like this extra check then it would be better for everyone in the longer term I think. If the adverts were truely relevent to the subject the searcher was looking for then there would be more clickthrough as there would be less spamming "because we can"... More clickthrough means more money for Google which ultimately means more to invest on algorithm design... more clickthroughs also means more visitors to the advertising site. Everybody would be happy... in theory anyway.
I'm sure Google will have looked at ways to vet the ads while keeping them realtime, but the current implementation still needs a little more work I feel.
