Form my area of reference ip cloaking is hiding your real website from search engines so as to deliver search engines the more search engine optimized website. ip cloaking is very safe now adays becasue it is hard to fake an ip adress. Now I am not sure of other types of ip cloaking but thats the only one I know of.
