The wikipedia search engine would probably be the closest as thier links are human approved and they dont usualy allow commercial links.

Interesting, Wikipedia isn't exactly what I was looking for, but a great concept.

I'm surprised no one has come in to fill this gap though. Wouldn't a search engine that pulls up non-commercial links be incredibly popular?
