maybe you should read the section a bit higher in Search Engines and Directories...:

i think there is a lot of tricks in there to help you to build some incoming trafic to your website...

Directory Submission
Link Exchanges

Do these, and do them well. when you have done and you're sucessful, traffic will come, if you target the right keywords and get the right link partners.

you need lots of quality content, goes without saying. you need to optimise your site for the right keywords, and submit a good site to the directories like Dmoz etc. then you need to get linked to by lots of good sites, and thus get traffic and link popularity from them.
