Yeahhh...it happens sometimes that directories send out e-mails to upgrade your listing to premium one. However, this is very rare situation. I really do not have got much spam coming from directories.

For free web directories you can also search in Google, you will get good list of directories.. Vmoptions and Directorycritic has huge list of directories..

There are tons of free directories I am not sure what you mean by those that don't spam. Heck most have spam links in the directory, and some site owners like to send you spammy emails (use a junk mail when submitting). Other than that I guess go for the top notch ones, which can be difficult to get into.

any directory that has been indiscriminately included every piece of crap is a spam infested crap itself
that is spamming google and other search engines with useless content.
