Not waste of time at all. It still worth if your site got listed but you have also to accept the fact the directory owner are prioritizing the paid inclusion. That's why free inclusion takes months or two before your site got listed.

for 1 way link dir submission is important, if you submit your niche directory and good PR directory site it will bring more traffic . If dir submission is wast of time then people will not run for Dmoz listing
