Basically they're a victim of the model (free submission / volunteer run) and the site's early popularity as a resource. Nobody spams a directory with every page of their site if they are gonna get a hit on their credit card for every one... but they'll do it all day long for a free directory with high PR.
To this add the fact that the only people available to dig for the diamonds in the dung are volunteers that have real lives elsewhere as well... and you have a recipe for disaster. Good sites can sit buried in the muck forever. I edited there from 99-2008 before taking a real job in the directory industry, and I don't credit the problem with impure motives on anyone inside... just an untenable situation.
As stated above, they ARE taking new sites, but entry is largely a matter of luck and often takes a long time for anyone to see it. If your site fits the parameters, submit it with a good non-spammy descrip and then move on to other forms of site marketing. Only takes a few minutes, but you don't want to depend on a timely review. Happens occasionally, but it isn't the norm.
