How to know, which of directories or link directories are search engines friendly? How to test? An what is criterion?
On the internet exist tons of directories...

so, what you're saying you have no idea what makes directory s.e.f.?
just for you big shot seo
friendly means link on general links pages in directory are pointing to site and not to script internal data.
to make sure directory s.e.f., move mouse over links and watch navigation bar.
if you see it says http://site-domain, then directory is s.e.f.
if it says, http://directory-domain/links/?url=site-domain, then stay away from that directory because there is no way you will get pr boost for your site

here is an example of s.e.f. directory

in addition to what i have posted above, there are few others characteristics.
for example if you go to "rate" or "review" pages, you will see 4 more backlinks from these pages, one from title and another from thumbnail shot.
and if you go to "more info" page, you will find 12 backlinks to your site and to your sources such as your twitter, facebook, wp, digg, stumbleupon etc. whereas all of them point to you and not back to directory.

If directory has been indexed on search engine or it has rank on SE than it is ok, you can submit your links.

in format i presented it will redirect to site but only if 'site-domain' will end up with .tld.
but if it uses .html, then link will direct to 'more info' internal page
you can see that kind of configuration in many directories and the reason for that, directory is benefiting from it's own internal linking. as example if directory have index with 10,000 links and all of them start with http://directory.tld then crawler will follow direction set by directory script.
as to why site won't get any benefit from such a directory is because using something like
http://directory-domain/links/link.php/?url=site-domain, then highlighted part virtually is acting like 'no-follow' tag which i'm sure you agree provides very little help if any to site listed in that sort of directories

That is just the usual short sighted approach!
EVERYTHING is about search engines, never a thought of building a directory that is a GENUINE resource. It's merely a way to part the link begging numpties from their "submission fees" and give them the idea that they are buying something valuable.

You never know which are valuable and which are not. A couple of things that "might" be clues that they hold value is to check to see:
1) if the page where your listing will appear is indexed at the engine in question and
2) does the page where your listing will appear have a visible PageRank in Google's toolbar that is 0 or more...
This is not a foolproof method but it is better than no indicators.
And you should remember, just because Google may be devaluing the links from a particular directory does not mean the Yahoo!, Bing, and other engines are.
IMO Any link is a good link... and has a "chance" to help as long as you don't get caught buying them.

Think thats called advertising and is quite acceptable to google etc.
As for crap directories, lets say it's the worst directory in the world, you submit anyway, what happens if the next month the owner decides he wants to improve his directory and make it the best in the world, hey and guess what, your already on it.....
