I am a DMOZ editor and that is just not true.
BUT submitting more than once means that the datestamp on your site is changed to the new date and makes it look like a very recent submission and an editor working in date order may not get round to it.
On top of that, what you elude to is true that many submissions will make you branded as a spammer, but two won't, but two submissions will not help your cause, waste editor time, so please don't.
Top tips to get listed are to follow the guidelines for suggestion.
First chose the right category, we will move it if you are wrong, but that can cause delay.
Second take the time to read what we want for titles and descriptions, if someone has tried to do what we ask in guidelines you may attract the eye of an editor and s/he will take the trouble to review your site because you took the trouble to try and help us. Hint...look at the titles and descriptions in the category you are suggesting to.
Perhaps most importantly make sure your site is unique content rich. We are not interested in how up to date with laest gizmos, or how old, except for things like forums, unique content is the absolute requirement.
Sadly because we are all volunteers we do not try and predict how long a site can wait for a review for a possible listing, it can be from a few days to a few years, but the tips above will put you at the front.
