Ya that's no doubt web directory are still very useful............you can also check out some useful free web directories .

Free Submission take time for approvel atleast 3 to 6 months.. But its good for seo. must check google pr of directries or crawl in google data base

You can continue submitting your site to pr 0 directories, there is no harm you will get a permanent backlink from those websites once approved, you never know the website you submitted your link was initially of pr 0 but can turn to pr 1 or 2 in few months....

This list is rubbish that you put together! about 30% are asking for money, 20% asking for a link back and the other 50% has no page rank whatsoever!

Well for submitting to directory you have to consider this. It's is good for SEO but not as good as before. Every time you submit to a web directory you should consider this (beside Dmoz and yahoo), that your link in that directory is come from either pr0 - pr2 (mostly pr0) page even if the main page for that directory is pr 6 or 7. And even if your link sit on a pr2 page you still have to share a link juice with 20 - 50 difference links. So if you submit to directory it not only quality one but it have to be also quantity. But don't submit to directory with porn link or warez link in it, you might get your site de-index.

There is still one advantage of submitting to a good web directory. Consider you submit your site to 1000 directory and each of your link get 4 clicks per year. That is still 4000 unique visitor per year and that is the lowest rate. But if you were to submit to high quality paying directory you for sure will get more traffic per link then that.

So in the end submit to directory you get the traffic advantage but you don't get much PR advantage. Submit to directory will only get you to pr2 or pr3 but if you want raise on pr rank you have to have difference method of building backlink.
