There is not best thing in directories. I suggest you to classify your Directories. I used to submit my links at human edited sites.

yahoo and dmoz are good business directory but yahoo is paid.

Dmoz.org and botw.org are the best directories with a huge hierarchy of almost all categories.

DMOZ is free but i havent managed to get listed there yet. Business.com seems very good but costs $299 unless i've looked at the wrong section.

If you can get listed in DMOZ automatically google will consider your side to be of good quality and ranking in google will increase.
