A few years ago, I owned an education website that won a contest, got a lot of links from the contest because it was announced as the winner on other pages ( of websites ) with high PR and my toolbar PR of the homepage jumped from N/A to PR3 after the update. The website had little to no content and pages weren't optimized for search engines.
This proves that Chris is correct,
