I think that submission in new directories much better because webmasters review all listings. Chance to be approved almost 100% and your link will be on category top page.... and who knows if this directory with next PR updates will give You PR2-PR5 backlink.

The only problem is they have less PR or non indexed by SEs, though it works

I agree with you, I also have some new directories and I'm very carefully to select the links

Well, it is a good idea, but if the directory never grows and evolves, than it may be a waist of time. But like you mentioned, if the directory owner is serious, and the directory takes off, then you'll benefit being on the top of the category page. It may be worth the risk.
