Well there are not even a handful of them.....

All these PR directories are either subscription based....Paid

I think if there was a directory with PR9, it would most certainly be a paid directory. Except of course, DMOZ.

You necessary do not have to submit to PR9 directories to gain a high PR yourself. Submitting to a lot of quality seo sites with PR5 - 7 would be good enough. Try this site:
