What would be a good hosting provider for a vBulletin forum?
I was looking at GoDaddy but after reviews I seen 95% had trouble running vBulletin forums on GoDaddy's hosting servers.
Any help would be appreciated.

Vbulletin runs on php and mysql so you'll need a hosting account that supports both. Fortunately the majority of hosting accounts will support them.
Otherwise you're looking for the same things you would be looking for with any hosting account. Look for a good uptime 99.99%. You'll want to make sure you have enough disk space for the site, though chances are most accounts will have enough to meet your needs.
The cheapest isn't necessarily the best option, though you shouldn't need to spend a lot. You can get what you need under $10/month though if you think you'll need a lot of hosting support it might be worthwhile to pay a little more for a hosting company that will be responsive when you need them.
I'm sure some more people will come along with other ideas to look for, but php support and a mysql database are the two requirements for vBulletin.

That level of uptime, in true terms rather than a simple monetary guarantee, will cost quite a bit more than regular hosting. That is not taking into account that the OP is apparently looking for budget hosting.
Which reminds me to note that one cannot expect to use anywhere near the data transfer allocation of budget hosts, with forum. You'll be bugging down the server way sooner than that, as forums are CPU hungry beasts.

Not personally, but I've read things about them, and most were not so nice. One thing that is important to note is that they no longer allow you to do a full backup of your account via cPanel. Instead, you must request one from them, and there's a charge involved.

I've always been happy with my hoster, PowWeb, though I don't have a vBulletin board. They support PHP and MySQL, have good support and 99.9% uptime which is fine (though not 99.99%). They have one plan, with loads of space and bandwidth (3000gigs/month I think), for about $70 a year.

Yeh 99.99% uptime can be quite difficult to achieve - many hosts offer it but don't actually live up to these offers 99.9% is much easier to achieve though so you can expect a host that offers this at a reasonable price, without massive overselling, to live up to these offers.

Some of them do.
Even thou hosting companies cannot guarantee 100% uptime, they surely
can do their best to minimize the Downtime by keeping their servers
performance and OS in good health.
Good security, up to date upgrades and updates, 24x7 monitoring and of course
knowledgeable technicians will minimize servers’ downtime and keep customers happy.
There are few sites online that monitoring web hosts Up/Downtime where
people can find before they buy if web host is measure up to what it promises.
We‘re using this site to find more about our own performance

Good research before the fact will definitely help a lot

Last I heard, hosts can alter their own uptime records there, so, I wouldn't put much weight on the figures featured on that site.

If anything we would change if we could, would be bad review by some ranting client they posted
or whitelist one of our IP addresses they blacklisted. But if you say that data they offer cannot be trusted
then you probably know something we should know too.
