My suggestion would be to consider hosting your own customers, rather than the type of reseller program where you get referral fees (either one-off or ongoing); this way you have some control over what you're offering, and know the environment (e.g. PHP / MySQL version etc.) which is a huge advantage when you're developing bespoke sites/scripts for people.
Reseller hosting plans (i.e. large shared hosting plans) are old news IMO and are largely inappropriate today. The main problem with these is that you're still restricted in the same ways are a shared hosting plan - e.g. no control over software versions, no ability to install bespoke software etc.
Therefore I believe that you should consider a VPS plan instead - probably look for a managed plan unless you have time/confidence that you could look after the server yourself? This would give you the ability to select your own software + versions, and probably other benefits such as running source control software (e.g. subversion) which will be useful for you to use during development work.
Of course, one of the best things about hosting your own customers is that site maintenance and troubleshooting is really easy for you - you have full access to all their files and therefore don't need to mess about going back/forth with the client to find out FTP details and/or to raise a question with the client's hosting provider.
