wow. 1000 files? the upload site I use is fileden.com but I don't know if it can handle your uploading...

Go for a shared plan, get something for a dollar or less, you can find plans like these one http://hqhost.net/en/virtual.html.

YOu need a small shared plan - vps to handle your request. How much space are we talking? I strongly suggest using the ftp in cpanel to handle the load.

My suggestion is - have list of dedicated servers providers and then ask each about file hosting. It is not allowed on many web hosting companies.
