I need to launch a new ecommerce site using the same domain; the site cannot have much downtime.

Should I setup a new server and build the new site on that - then change the domain to point at the new server? Then shutdown the old server. or is there a better way? Thanks.

You could develop the new site on a subdomain or sub directory. When you're ready to go live backup the old site, delete it and moves the new shop files across to your home folder.

Drive your traffic from one web site to other. Use 301 redirect to save PR as well.

Assuming the site is on a new server, the key is not to cancel the old hosting package on the old server until you're sure the new one has fully propagated online. So build your new site, point the domain over, throw a page on the new server only, transfer DNS, and then wait until 24-48 hours after you see the new page on the new server before cancelling the old hosting.

You may want to wait about a month as, there are quite a few DNS servers with long caches. Especially those run by high volume ISP's.

I think that you need new e commerce web hosting for your protect. Have a look at utropicmedia.net for good ecommerce web host.
And as Adam said make sure you have moved all files on your new place and then switch.
