Either way I kinda understand why he is doing that, I was kind of thinking of doing that too but I run on 56k not cable or DSL.

Either way I took Ahmed's help and I turned my computer into a server and know I code PHP offline. Hopefully I will get DSL sometime soon and you will see a post like that for like a limited time.

I really don't know what happened there, but here's a reminder about advertising for hosts:

If you own your own hosting company, we allow ONE post introducing your company. However, if we see that you make one post to advertise your hosting company and never return or make another post, chances are that we will edit or delete your post. This is a bonus for hosting companies who participate in our forums Thank You.

If your friend is a member, they are allowed ONE post. If not a member, then get them to join (and hopefully not for one post).
