There are two main reasons for selecting Windows hosting:
1. To use Windows-specific features (primarily ASP.NET and classic ASP)
2. MSSQL database functionality (potentially available in conjunction with a Linux package, but this is quite rare + generally you want to use with .NET anyway)

Most of the other points mentioned in that article are not specific to Windows and not something you will definitely/likely need on a Windows hosting plan (e.g. coldfusion, PHP, MySQL).

Anyway, to answer the OP's question, it depends what you're looking for - what's your budget, what are the critical features (e.g. .NET 2.0, 3.0, MSSQL 2005 etc.) and what's the geographic location of your primary target audience?

Yes, agree that Coldfusion and Perl aren't features essential for a Windows plan.

I think that you need to make sure first of all if you windows web host? 95% of web aplication are being sucesfully hosted on the linux web hosting

I had been with m6.net for quite sometime they specializes in Dot Net hosting and are quite value for the money.

1and1 offers it. discountasp and infosaic are decent.
