I don't know any free billing software but I can recommend ClientExec, it's what we run. It's simple and easy to use, and isn't too expensive at $15.95 per month, it also integrates with WHM/cPanel to create your customers' accounts automatically if you need.

But why not go for a reseller plan with WHM and billing software included? Jaguarpc.com, hostgator.com, ahosting.biz... Plenty of options available around.
If you plan on running a decent Web Hosting you should invest some cash into it, so it would turn out good and make people buy from you... so I would suggest you spend like 15$/month on WHMCS billing system because it's definitely worth it...
Also, WHMCS comes with a guide on how to integrate it and in you'll need, they have support.

He's inquiring about Reseller hosting, so I wouldn't think buying a control panel would do him much good.
I would recommended trying something like modernbill, or WHMCS for your billing software. Test them both out with their free trial, and see which you like more. In the end, they both provide you with the same thing.
In WHMCS you would put your WHM user name. password, and access key, in order to be able to integrate it with this specific Billing Software. I presume, this is true with many others.
