It's impossible to offer proactive support. That would require fixing every problem before it exists. Companies can test everything they deploy but statistically, over time, a problem will come up that they missed. Anyway, there are always inquiries which make up the majority of support requests anyway. How can a company answer everyone's questions without knowing what they are first?
The capitalization and hyphen, which technically would make it a title rather than an adjective, suggest exactly that, it is their name for a specific support service. Most likely, as other have mentioned, it is full management of a vps or server.
