From what I have read at Solidhost.com site it looks like their clients don't have to open tickets in the control panel at all as everything is fixed before they even come to know about issues on the server.

Does anyone here gets this kind of support from his own host?

"pro-active-support" stands for "true fully managed" IMO. Fully managed VPS and dedicated servers are nothing special, it's a relatively common service.

liquidweb also has good support (either over the phone or via a ticket system).

I usually just call.

It looks like you are supposed to pay additionally for pro-active support from this company, the support I get from Serverpoint.com on shared deals requires no additional payment, the same concerns their VPS deals.

Wanna say some warm words of the support of ServerPoint.com as it works fine and in a quality way. They are friendly and react very fast. Putting them so much questions, I have got them all answered well.

It's impossible to offer proactive support. That would require fixing every problem before it exists. Companies can test everything they deploy but statistically, over time, a problem will come up that they missed. Anyway, there are always inquiries which make up the majority of support requests anyway. How can a company answer everyone's questions without knowing what they are first?

The capitalization and hyphen, which technically would make it a title rather than an adjective, suggest exactly that, it is their name for a specific support service. Most likely, as other have mentioned, it is full management of a vps or server.
