Everything depends here on what is cheap for you (for OP in this case)
I believe the optimal pric/quality ratio might be found at Ahosting.biz - their cheapest plan costs $22/year, unfortunately it is unable to pay monthly. There could be found a nice plan for $4/mo, which I think would be the most suitable.
The reliability of Ahosting.biz is 100% without any doubt. I know this from personal experience.

Have a look at sharkspace.com shared deals - they start at the $4.95 per month. And they are on the high quality and the support team is great (I believe that is more important ten price). I'm sure once you give them a try you will stay with them with no regret.

Basically a decent website
Most (decent/clever/smart) web hosts have strict terms which help protect themselves, other users, the user, the server and the network.
These may state a few which seem obvious to me but they are being through.
what do you plan on hosting which will break these terms?

You could certainly host a forum on their service; you'd just better hope nobody actually comes to it.
Shoutboxes prohibited? That's ridiculous.
I think you need to disclude the user and users from the ones being protected. A lot of oversellers (well, how 'bout all) simply offer a lot and write acceptable use policies that pretty much gives them carte blanc in suspending any account they wish.
Is the definition of a decent website one that does not get any visitors or use any scripts?
None of mine would qualify.

Even just isolating the 25 concurrent connections, an active forum will exceed that. The terms don't prohibit forums, but even a small forum with decent activity will violate those terms.

If not, may suggest you to try Webhostgiant.com plans and tell us if they are really as good as they claim

I presently have Gisol.com and am pleased, but I'm looking to switch to HostGator or DreamHost.
Unlike some here, I need 100gb+ storage and 100gb+ transfer for my sites, because I run an record label with downloadable releases AND artist sites with promo mixes for download. IMO, you get what you pay for... $200 for 2 years is $8 a month... surely it's a small price to pay to keep one's sites running smooth... innit?

My site is hosted with ServerSea.com. I'm very pleased with their service, it's about $2/month including the domain, 100 MB, 2 GB bandwidth, WP predisposition etc. although the support is not the best.

Maybe... but where one person is using the resources, someone else certainly isn't.
The issue still remains that some people need high bandwidth and storage, but don't have the budget that a large company does. Since we're not as concerned with 100% uptime and 100% guaranteed BW allotment, shared services work well for us.
So with that said... I'm juggling between Host Gator and Dreamhost. Of those two, anyone have feelings either way about which is better?

I think you have to put the reliable first than the price factors when choosing the web hosting company.
Try to choose for the web hosting plans that will meet your requirements first so that you can fully utilize your web site hosting resources.
If you find one web hosting plans that really suite your needs, you will not have a problem on the price because you know the value that you are paying for. And of course you will have more satisfation on that.

Depending on the needs for you website, not every cheap or reliable host may be your best web host. A free web host may require advertising, while an expensive one may hurt your bottom line. Shared web hosting plans are very attractive nowadays and many offer money back guarantees! best of luck!
