1 MySQL database?
The shopping carts are not included in the $4.00 a month plan; and it's not $4.00 a month being that you have to pay a year up front.
You can find better hosting plans (more databases, etc.) that will actually take monthly payments as advertised. The diskspace and bandwidth don't mean much as you are not paying for a reserve of 150GB of space. You are only paying for what you use and whether you get a 1GB plan or a 150GB plan, it does not make an ounce of difference if you are using 400MB of space with either host. Only one database will make a world of difference in the ability to expand your site or other domains on the hosting.
Don't look at what the host is claiming to offer on diskspace and bandwidth, look at things you will actually use. Look at their TOS and acceptable use policies as well to see if they have any restrictions against something you may want to host.
Of the oversellers, Hostgator is very reliable and will take monthly payments.
Byethost is one that will take monthly payments and has reliable hosting; though due to their clustered hosting accelerators and some security measures they take, some php scripts will not run properly without rewriting the htaccess files.
For non oversellers, you can look at a list of a few, a very small list, on my site at *apparently the link to my own site was removed (kindly use something a little better than a childish <snip>)* (not all of the pages are up on that site, but the list is).
You can also do a Google search for 'cheap web hosting', 'top web hosts', and such to get some review and ranking sites that rate web hosting companies. Unfortunately, most of these sites are clones of each other and seem to rank hosts more by their affiliate potential to them than service potential to you. But you will be able to get a list of web hosting companies you can check out. One such list is at *webhostingstuff (but I apparently cannot link to it due to some moronic reason*. Though they offer a comprehensive listing and reviews from users, I would ignore their top ratings as that has to be a joke.
