I'm not sure what particular actions you have in mind, but by far the most common IP blacklisting implementation is to block mailservers. In this case the IP address of the website is somewhat irrelevant, as the blacklist contains IP addresses of the mailserver: this is usually a single IP per mail server, and will not vary whether your site is using its own dedicated IP or a shared IP.
Aside from SSL and anon. FTP there is no reason to use a dedicated IP address for each site. In fact doing so without good reason is against the rules set out by ICANN / ARIN / RIPE etc. - not forgetting that IPv4 space is finite...
