As far as your description goes - youtube is what you want. Now, if you meant that you want to start your own website, based around video uploading and sharing, that's a little different.

There are a few requirements a certain host would have to meet, for you to be able to start such a website.

Do some search for video streaming host in google and you will see shared web host who allow that. But anyway you will be happy with that on VPS or dedicated server solution for sure.

What you want is a video sharing script and a web host provider who offers "FFmpeg hosting".

You definitely will be fine with VPS server. Media streaming eat up lots of server sources. So you can be happy with shared web host until you are small.

VPS could be overkill, especially if the site is new/small. There are hosts that specialize in video hosting and depending on what you want to do you could upload it to YouTube and then embed it in your site or just link to it directly which will not cost you any bandwidth.

Or you could sign up with a paid host that specializes in video/media hosting.

If money is no issue and you have 100+ videos 3:00 minutes a piece or greater then a Dedicated Server would be ideal. A dedicated server might be a bit much but, you also have to figure in the amount of viewers / visitors you will have on your site watching. If you do not have the funds then I would suggest going with youtube. I hope I was hopeful.
