Sorry to hear about your unfortunate experience. That does happen frequently these days when a user absorbs the majority of resources on a server. Every host will do that in a shared environment. Your best bet may be to upgrade to a VPS or try a host that allows for a business type hosting plan where you have less users on the server. That will allow for higher usage. I would inquiry with everyhost regarding the terms of service and what exactly means using up server resources. Best of luck to you.
I'd rather agree with you, but I think that the web hosting company should warn people about that. And suggest to move to the higher plan and not switch the user off without any single word said.
This is really hard to find outstanding hosting but some below points could make difference.
1) Reliability
2) Instant support
3) cheaper than others but service is equivalent to others
4) Server Response

My opinion, better before you choose to used their services, you must check their website to know all about services include a price, the packages, and promotion their have..Or you can asking in many forum to get suggest and information about thier services..

I personally don't go after paid hosting, every host can have it's risk. I rather take a risk in a host where I didn't pay nothing, so I wouldn't lose anything.

Of course. But dealing with such "so called web hosts" makes them thing that all other web hosting services are on the same level of quality. And that is something what makes me sad
