Possibly a webhost that offers web site management & building.
A web host that offers traffic statistics & counters.
I personally tried Bluehost but there sitebuilder was too complicated .
Any other in formation that you can provide will be very helpful.

First of all Fantastico isn’t anything to do with website building rather an application inside cPanel (with most web hosts but not all) that allows you to install CMS’s (Content Management Systems) and various other software in a couple of clicks.

The majority of webmaster will suggest you keep you're domain name separate from you're hosting provider. I also think this is a good idea. For example HostGator have a fantastic reputation for web hosting but not domain names. GoDaddy is known as one of the best domain registrars but have a bad reputation for web hosting.
The majority of web hosts that offer a 'free' domain will only do so if you pay for a year in advance. If you don't like the web host you will be stuck.
Transferring a domain takes anywhere from 3-10 days and from experience is not a easy experience. If you want keep them both separate and wish to move web hosts in the future it's as simple as changing the 'name servers' inside you're domain account. This sounds complicated but really it's as simple as this:
ns1.oldwebhost.com
ns2.oldwebhost.com
to
ns1.newwebhost.com
ns2.newebhost.com

Fantastico includes software such as Drupal, Joomla and Wordpress. This software makes creating a website very easy. I recommend you watch this video showing you how easy it is to install Wordpress:

$100 is more than enough for what she is looking for.
Most web hosts will do the transfer for you. Just make sure you find a host with 'add-on domains' That will allow you to have more than 1 website on you're hosting account.
A lot of web hosts also allow you to pay with PayPal.
Some web hosts will also offer a 30 day money back guarantee. That means you will be intitled to a refund if you are not happy after 30 days.
You certainly won't have a problem with that. If you find a web host with cPanel it has a couple of traffic statistic programs built it.
