Not quite. What you are trying to define here is the practice by some American business to move offshore. Whereby they set up headquarters and avoid the I.R.S., while they are still close enough to manage their American operations.
Offshore hosting on the other hand is when a person hosts outside of their home country, particularly in a nation with very liberal internet and speech laws. For example Sweden is very liberal and allows various amounts of content on the Internet which other nations do not.
