I have seen some nice ones from hostpebble, just199, hostgator, etc.

promos can certainly attract more visitors to a hosting company's website, but they will need to have quality products and services to convert site visitors to being clients

We also use promos, and they really help us attracting new clients, so the final answer is "DEFINITELY YES!"

Very correctly said. Marketing department of the web hosting company should work in a complex with sales department as one part. That is very and very important.
If they work separately that is time and mostly money wasting

I think good quality is the most important thing in this chain. People will use your services because of good quality not just because you offer them huge discount and poor services

Quality is important, but there are a great deal of persons who will choose less reliable provider for a lower price.
