You should start with VPS, it's not like dedicated but much better than shared and you have root access and can administrate your server. Choose some small company, they usually have better support than big ones.

i think you should go with virtual dedicated server if you are not concerned with security and dont have much budget.
i suggest you to not to go with dedicated hosting unless you have to manage a lot of or some very large websites.

A dedicated server is indeed more secure than any other web hosting solution. But what makes you say that VPS's lack security?
