The best VPS is not going to be the cheapest one.
Linode and Slicehost are the best I've used in terms of support and features. Linode starts at $20/mo.
prgmr offers almost nothing in the way of support, they just give you a Linux VPS and set you on your way, but you can't really complain at $5/mo.
It depends on what you want.
