Apple certainly wants to control their system, but I think the current state of iPad apps has more to do with people only being able to develop for it for a few months. You do have to give people some time to write apps after all.
Are developers being limited in what they can do? Possibly, but more likely is the time factor.
We've been talking about code editors here. I've seen a number of code editors that all look like they have potential. None is quite there yet, but not because they can't be there. For example most of the editors that have FTP seem to lack syntax highlighting. Yet there are a number of editors that have syntax highlighting, but don't offer connection to a web server. That's an indication the developers haven't had time to add all the features they want to add rather than an indication they can't add those features.
Many of the code editing apps also are reviewed as crashing a lot or not working like they should. Again probably more of an issue with time than what Apple does or doesn't let them do.
