Cloud hosting will be a shared environment with little control over the enviornment/upgrades, etc. A Virtual Private Server is controllable at your end.

Though even a VPS can be built with High Availability, it will be better in a cloud environ.

Which is better will depend on what your specific needs are. Cloud will help where the computing needs forecast is not available while a VPS will be useful where you need to have a customized environment to work on.
