Of course - unmetered only means that you don't measure it... it's not the same thing as "unlimited" and typically unmetered means there is a low speed limit applied (traffic shaping) - not that they advertise or maybe even admit to it - or otherwise a high contention ratio; for example a large number of customers sharing a 100Mbps uplink or similar.
I've seen providers offering 10Mbps unmetered on 5:1 contention for example. It isn't necessarily a bad thing as it depends on your specific requirements, but you should know what you're buying and match it against your needs accordingly.
Personally I much prefer a fully burstable port speed link with a minimum rate guaranteed between my server and upstream transits (obviously there is no way to guarantee a speed the whole way from a server to you / your users unless there is a point to point link or similar).

Yes. That's pretty much all you can say as there is only 1 answer; yes, you can not measure the traffic usage and thus it becomes unmetered by definition.
However, since you're looking for more input I suppose your question is maybe a bit different to stated? Do you mean to ask opinion's if it's a good idea? (good for who - providers or customers?)

Unmetered means the host doesn't pay attention to what you use so it is possible but I think it is unrealistic and I'd rather go with a limited variant because unmetered hosting leaves a lot to be desired I think.
I pay a set price for set boundaries and it is working out great for me.
