Maybe we are the odd-ball of the bunch, but we have kept from adding hosting signup autmation to our servers on purpose.
Reasoning:
1. Someone signs up for a new hosting account.
2. They get set up automatically and are ready to go!
3. They utilize the server for UCE/SPAM until you catch it and cancel the account
4. They either move on, or sign up with a different name/cc# and slam you all over again
5. Your server gets blacklisted
Solution:
Keep all of your billing in-house. We use QuickBooks PRO 2005 to keep track of all customers and billing. All credit cards are processed through QB and invoices/statements can be set to auto-email (and allow online payment).
It may take an extra few minutes to verify orders, but we feel that automation for setting up new hosting accounts immediatey after receiving payment can cause more harm than good.
Just my personal opinion
