From the sounds of it, you're needing a reseller account somewhere? Correct me if I'm wrong. If you're looking for that, then our PlanX sounds best for you. I think you could easily get away with a reseller no problem at all with those spec's. I have a customer with near to 100 domains under there reseller.

If you're looking at a VPS though, I'd avoid ev1 and go with ThePlanet. We used to rent our servers from them, but we moved to ThePlanet. Better pricing, nicer staff (more willing to help us), less downtime.

The Planet stock VPS's now, they did not a month or so ago.

I think you need to research on reseller hosting.
